OJSC Gazprommedstrakh Medical Insurance Company was created by decision of the Board of Directors of OJSC Gazprom.

In the summer of 2003, as a result of consolidation of OJSC Gazprom’s insurance business, OJSC Gazprommedstrakh became part of SOGAZ Insurance Group.

In December, 2008, for the purpose of implementation of a strategy of forming a clear-cut standard structure of SOGAZ Insurance Group’s umbrella brand a decision was taken to rename OJSC Gazprommedstrakh into OJSC SOGAZ-Med Insurance Company.

OJSC SOGAZ-Med Insurance Company is one of Russia’s largest medical insurance companies specializing in compulsory medical insurance. The company’s paid-in authorized capital amounts to RUR 102.5 million, thus fully meeting the requirements of the effective laws of the Russian Federation with regard to the size of an authorized capital and making it possible for OJSC SOGAZ-Med Insurance Company to plan its compulsory medical insurance operations on a long-term basis.

The number of those insured by OJSC SOGAZ-Med Insurance Company currently exceeds 11 million, while its regional network comprises over 400 subdivisions in 48 constituents of the Russian Federation.

According to preliminary assessments, the amount of compulsory medical insurance premiums collected by the company in 2008 reached RUR 27.68 bln.

The company concluded over 3,900 contracts with medical institutions engaged in compulsory medical insurance operations to guarantee households free medical assistance in medical institutions all over Russia.

The company is an active participant in tenders for the right to provide compulsory medical insurance for the economically active and non-active population in Russia’s regions. In 2008 OJSC SOGAZ-Med Insurance Company took part in 664 tenders, winning 465 of them.

The company holds leading positions in the development and introduction of new compulsory medical insurance technologies. OJSC SOGAZ-Med Insurance Company is staffed by highly qualified specialists and experts. It has efficient services of medical assistance quality control, medical and economic expert assessment, and protection of rights of insured persons. The company has accumulated considerable experience of operations in regions of various financial security and development levels of the medical network’s infrastructure.

OJSC SOGAZ-Med Insurance Company was among the first companies to join the program of implementation of Federal Law No.122-FZ dated August 22, 2004 as far as it relates to additional pharmacological support for a certain category of the population entitled for state social assistance.

The company uses in its operations advanced technologies, software and hardware to process and analyze incoming data. OJSC SOGAZ-Med Insurance Company is currently equipped with software, which makes it possible to automate all processes in the compulsory medical insurance and additional pharmacological support system starting from personified accounting for medical assistance provided and ending with accounting for bills settlement. The company’s software allows for an in-depth medical and economic expert assessment and a quality expert assessment of medical assistance rendered, in particular writing-out prescriptions in medical treatment and preventive establishments and financial accounting.

An expert assessment of the quality of medical services by an insurance company within the framework of both compulsory medical insurance and additional pharmacological support permits greater control over financial expenditures in compulsory medical insurance.

The company makes an emphasis on improving the quality of health care, protection of rights of the insured and assistance to implementation of the Health national project. For this purpose OJSC SOGAZ-Med Insurance Company is implementing in Russia a number of regional-level investment and educational projects related to professional development of doctors practicing and making expert assessments in the compulsory medical insurance system, equipping medical establishments with advanced software for the insured population personified accounting, accounting for the health services rendered by medical institutions and issuing bills for the medical assistance provided, in accordance with the requirements of effective regulations.

Thus in 2008 the company joined local public health regulatory bodies and compulsory medical insurance funds to initiate and organize 19 workshop conferences on vital issues of medical insurance and the quality of health care within the compulsory medical insurance system. The conferences were held in Petropavlovsk-Kamchatski, Chita, Smolensk, Stavropol, Astrakhan, Omsk, Kemerovo, Izhevsk, Tomsk, Yekaterinburg and other cities.

It should be noted that changes in the legal basis of compulsory medical insurance have necessitated consolidation of medical insurance organizations, a process, which is in full swing now. Finding a reliable partner in compulsory medical insurance is a prerequisite for efficient development of the public social protection system in constituents of the Russian Federation.
